A federal court in Arkansas blocked for 14 days the enforcement of four restrictive abortion laws that include a ban on second trimester dilation-and-evacuation procedures and a fetal tissue disposal mandate that requires notice and consent from a woman’s sexual partner, or if the woman is a minor, her parents.
