Absentee ballot witnesses

MILWAUKEE — The Wisconsin Court of Appeals mostly upheld a lower court’s definition of “address” as it applies to this lawsuit over absentee ballot witnesses. That court’s declaratory judgment is altered, however, to reflect that a municipal clerk carrying out their duties will determine whether there is enough information to determine an address, and it is not the case that any “reasonable person in the community” is the standard.
