A federal judge Tuesday granted the Association of Irritated Residents partial summary judgment and gave the U.S. Environmental Protection Agency a date certain to approve or reject the 2016 Plan for the 2008 8-hour Ozone Standard adopted by the San Joaquin Valley Air Pollution Control District in June 2016 as required by the Clean Air Act.
