Bad ban

SANTA FE, N.M. — The New Mexico Supreme Court found that state regulators erred when they denied a phone company’s status as an telecommunications carrier eligible for federal funding and then banned the company from ever again applying for that designation. The regulators lacked any statutory authority, express or implied, to impose that ban.
