Bar Harbor cruise cap

BOSTON — The small town of Bar Harbor, Maine, won a partial victory when the First Circuit upheld much of the lower court’s ruling in its favor regarding the popular tourist destination’s ordinance capping the daily limit of people who may disembark from cruise ships at 1,000. However, the appeals court sent the lawsuit back to the lower court to determine whether the potential benefits to the town could be achieved through less restrictive means.
