SAN DIEGO — Vehicle owners sued Digital Recognition Network, claiming it has deployed its fleet of unmarked surveillance vehicles in roadways nationwide for the purpose of collecting data on Americans and selling it to anyone willing to pay the price. To date, the company has amassed more than 20 billion license plate scans — equal to 70 scans for every vehicle in the nation.
