WASHINGTON – A federal judge decided Monday that Fannie Mae is not a federal actor for the purposes of Caroline Herron’s employment action under the Supreme Court’s 1971 decision in Bivens v. Six Unknown Fed. Narcotics Agents , which provided a cause of action against government agents for constitutional violations.
