A spat between the California Public Employees’ Retirement System executive office and state transit workers over pension funding requirements was properly decided in the workers’ favor since the CalPERS executives didn’t follow proper procedure before taking the dispute to court, a Third Appellate District panel <strong><a href="http://www.courts.ca.gov/opinions/documents/C083355.PDF">ruled</a></strong> Tuesday.
