BATON ROUGE — A federal judge denied a request by Pontchartrain Works Facility, the nation’s only manufacturer of neoprene, to dismiss as “speculative” a third amended complaint from area residents who say chloroprene emissions pose a risk of cancer more than 800 times the national average.
