SPOKANE, Wash. — A federal court in Washington preliminarily enjoined the Department of Education from enforcing in the state certain provisions that restrict higher education institutions from using their own discretion to determine which students receive CARES Act emergency financial assistance grants.

The restrictions limit distribution of such grants to students who are eligible for federal financial aid.
