Donor disclosure law upheld

PHOENIX — The Arizona Supreme Court largely upheld a voter-approved state law requiring groups that spend more than $50,000 on political ads within an election cycle to disclose the identity of donors who gave more than $5,000. In a 4-3 opinion, the state’s high court ruled that the challengers failed to show that the law is unconstitutional on its face, writing that disclosure “enables voters to evaluate messages, deters corruption and its appearance, and helps maintain public confidence in democratic processes.” However, an as-applied free speech challenge survives.
