Cities fight frozen migrant funding

CHICAGO — A group of cities and counties is asking a federal court to block the government from freezing grant funding intended to house and feed migrants bused from Texas. Chicago, the city and county of Denver and Pima County argue the government is unconstitutionally overriding Congress's judgment by targeting the Shelter and Services Program.
