SALT LAKE CITY — Chad Deucher of Orem, Utah, and Richard Clatfelter of Phoenix, both 42, defrauded people of $28 million through Marquis Properties, “a classic Ponzi scheme” disguised as real estate investments, the SEC claims in a federal complaint.
