GRAND RAPIDS, Mich. — An appeals court in Michigan ruled against applicants who were denied licenses to operate commercial marijuana establishments in Detroit and Traverse City, finding the Marijuana Regulatory Agency’s rules governing application requirements are valid and accomplish the Michigan Regulation and Taxation of Marihuana Act’s provision that gives municipalities the power to opt-out or restrict such establishments.
