Congress needs quorum

LUBBOCK, Texas — A federal court in Texas sided with the state on its challenge to the Pregnant Workers Fairness Act, which was included in the Consolidated Appropriations Act of 2023, ruling the House should not have allowed its members to vote by proxy to pass the law. Legislators must be present to vote, per the Constitution’s quorum clause.
