SAN FRANCISCO — A federal judge dismissed with prejudice 10 of 11 of Nationwide Biweekly Administration’s counterclaims against the Consumer Financial Protection Bureau in a telemarketing fraud case, but warned that it should “consider carefully whether it has a good-faith basis” to amend the remaining claim.
