COMMUNICATIONS – The D.C. Circuit tossed a challenge to the Federal Communications Commission’s final rule adopting an exemption to the ban on junk faxes when the recipient has an established business relationship with the fax sender. Judge Rogers ruled that the claim speculates but does not propose substantive changes, so the plaintiff lacks standing to challenge the rule. See ruling.
