Debtors’ imprisonment class action

SCRANTON, Penn. — A federal court in Pennsylvania granted class certification to child support debtors who say they were forced to work for $5 a day at a Pennsylvania recycling center while jailed for unpaid support. The debtors were allegedly required to work at the recycling center through a community service program in order to gain access to work release and an earlier release from jail. The class members were all allegedly subject to the same rule requiring them to work in the recycling program to qualify for work release.
