SPOKANE, Wash. — A federal judge denied a mining company’s motion to dismiss Washington state’s claims that it violated the Clean Water Act. The state has plausibly shown the corporation continues to discharge pollutants into the groundwater instead of maintaining a “capture zone” for pollutants.
