MANHATTAN — A nonprofit wants a federal judge to overhaul the appointment of plenary guardians in New York for individuals with intellectual or developmental disabilities, contending that the system deprives such individuals of the right to make their own decisions about medical treatment, marriage and children, “where to live, whom to associate with, … whether to vote, and where to work.”
