BRUSSELS — European Union leaders agreed Friday to delay until June a decision on the bloc’s efforts to end most emissions of greenhouse gases.
While France, the Netherlands and other countries have proposed “an ambitious long-term strategy by 2020 striving for climate neutrality by 2050” — in line with the goal of the 2015 Paris climate accord to keep global warming at 2.7 degrees Fahrenheit — Germany and some eastern European countries do not want an explicit reference to the year 2050.
