DENVER — A University of Colorado student claims in a federal complaint against Weld County, Colo., that after arresting him on suspicion of being drunk, jail deputies took him to a cell with no surveillance camera and injured him with “concussion explosions” from shotguns, causing an eye to hemorrhage and necessitating 11 stitches.
