Excessive force

RICHMOND -- The Fourth Circuit revived excessive force claims against St. Louis and six police officers for pepper spraying a driver and repeatedly hitting her on the legs with a baton even after she was handcuffed, sitting in a police car, and again when on the ground. Although it is unclear what the driver’s conduct was during the traffic stop, she has sufficiently alleged that she was beaten without warning or provocation.
