Farm loan recipient disclosure

SAN FRANCISCO — A federal court in California granted partial summary judgment to the U.S. Department of Agriculture and its Farm Service Agency, as well as the Animal Legal Defense Fund and Food and Water Watch, which sued the agency for disclosure of environmental review records that were withheld under FOIA exemptions. The government is not required to establish an online reading room and proactively post the information, but the environmentalists prevail on their claims that the government must disclose info such as borrow information under the agency’s loan program.
