A Texas appeals court on Wednesday <strong><a href="http://www.courthousenews.com/wp-content/uploads/2017/11/OwensSXSW.pdf">upheld</a></strong> the murder conviction of Rashad Owens for killing four people when he drove his car into a crowd at the 2014 South by Southwest music festival, and upgraded the offense from first-degree felony to capital felony.
