First Circuit sides against Maine election law

BOSTON — The First Circuit upheld a preliminary injunction against a Maine law prohibiting foreign entities from contributing to or influencing state candidate elections and ballot initiatives. The law applies to companies with as little as 5% foreign ownership, so it likely violates the First Amendment: It is “not narrowly tailored to the stated compelling interests in preventing foreign influence or its appearance.”
