NEW YORK — The Second Circuit reinstated claims against a small business that misrepresented itself as being service-disabled and veteran-owned to gain access to government contracts. The use of a disabled veteran as straw man posing as the owner to meet contract-eligibility requirements was material to the business receiving $21 million under the set-aside program over five years.
