Horse soring dispute

WASHINGTON — A federal court in Washington remanded the USDA’s withdrawal of a 2017 rule against soring, a practice critics liken to torturing horses to achieve a high-stepping gait. The agency has 120 days to take a remedial action, else the rule will automatically take effect.
