Legislator pay limits

RIVERHEAD, N.Y. — Two state senators and an assemblywoman say a limit of $35,000 on outside income violates New York's Constitution by creating new qualifications for lawmakers. The limit is vague and duplicates existing mechanisms to avoid conflicts of interest, they argue in state court.
