SAN JOSE – Federal prosecutors charged William Lester Johnsen , 37, of Santa Cruz, with beating a harbor seal with a skim board, which is punishable by up to a year in jail and a $25,000 fine. Johnsen is free on $25,000 bond and must stay away from San Lorenzo Beach in Santa Cruz.
