The U.S. Attorney General says conditions for mental patients institutionalized at Kings County Hospital Center are unconstitutionally abusive, in Brooklyn Federal Court.           Class actions in Los Angeles Superior Court claim Prime Healthcare Services and Chino Valley Medical Group (in one case) and Cedars-Sinai Medical Center use “balance billing” for insured ER patients, which allegedly violates the Knox-Keene Health Care Service Plan Act of 1975.
