MANHATTAN — On remand from the Supreme Court, the Second Circuit reversed a New York federal court’s ruling in the National Rifle Association’s freedom of association lawsuit against Maria Vullo, who was the superintendent of the state’s financial services department when she urged banks and insurers to distance themselves from the NRA. Vullo is immune from the claims because, at the time, the law was not clear that putting regulatory pressure on organizations constituted a First Amendment violation.
