BINGHAMTON, N.Y. — Elected officials in New York lost their challenge against a state law provision that restricts state legislators’ outside income, an alleged violation of their constitutional rights. The legislators lack Article III standing to bring their federal claims, as their claims are not based on an injury-in-fact but instead are “entirely speculative,” and their state-law claims are barred by the 11th Amendment.
