WASHINGTON (CN) – President Barack Obama ordered the release of up to $25 million in goods and services to the opposition government in Libya, the Transitional National Council, and other groups assisting civilians under the threat of attack by the forces of Libyan dictator Moammar Gadhafi. Under the Foreign Assistance Act of 1961, which authorizes the president to make emergency donations to foreign nations and organizations, the aid must be non-lethal in nature and intended to support humanitarian relief.
