SANTA ANA, Calif. – A federal judge on Friday signed off on a deal between Orange County, California, and homeless advocates to build two temporary 200-bed homeless shelters by June 2019 and enforce an anti-camping ordinance by helping people find shelter before arresting or ticketing them.
