Oregon can’t keep feds from releasing Klamath water

SAN FRANCISCO — A California federal court barred the Oregon Water Resources Department from enforcing its order prohibiting the Bureau of Reclamation from releasing water from Upper Klamath Lake, as the order is preempted by the Endangered Species Act because it is an “obstacle” to the law’s goals. The bureau may release water in response to drought conditions.
