Papers for prisoners

MILWAUKEE — The Human Rights Defense Center secured a preliminary injunction from a federal court, which ordered Milwaukee County to stop withholding the nonprofit’s publications about prisoners’ civil rights from people kept in the county’s jails. The jail’s restrictions on publications from commercial sources are probably too broad to be constitutional, and the human rights advocate’s only recourse is an injunction.
