FRANKFORT, KY. (CN) – A former Kentucky Cabinet officer who was indicted for ethical violations, then pardoned by Gov. Ernie Fletcher, has sued Kentucky’s **Executive Branch Ethics Commission , which he says is trying to penalize him again for the actions for which Fletcher pardoned him. Richard Murgatroyd , one of 15 members of Fletcher’s administration who faced charges of cronyism, was deputy secretary of transportation from January 2004 until February 2005. See complaint.
