LUXEMBOURG – The European Commission failed to prove that Stempher participated in a cartel on plastic industrial bags, the EU General Court ruled Wednesday, annulling a $3.2 million fine. It also shaved $4 million off the amount Low & Bonar and its subsidiary must pay, setting the new fine at $12.4 million.
