ST. LOUIS — A police chief, city attorney and sheriff’s office enforcement major are entitled to qualified immunity on invasion-of-privacy claims relating to the release of redacted reports, the Eighth Circuit ruled . The reports pertained to an investigation into sexual misconduct by Josh Duggar, one of the stars of the television show “19 Kids and Counting.”
