CHARLESTON, S.C. — A federal court in South Carolina denied the Bishop of Charleston and South Carolina Independent Colleges and Universities’ request for a preliminary injunction to strike the “no-aid” provision of the state’s constitution, which prevents public funds from being used to directly benefit religious or private schools.
