PHILADELPHIA — A federal court in Pennsylvania ruled that no portion of the Telephone Consumers Protection Act indicates it does not apply to state legislators. State lawmaker Matthew Bradford will face claims brought by a resident who says he received five prerecorded calls from the official despite his placement on the “Do Not Call” registry.
