PASADENA, Calif. — Replacing an opinion it withdrew last month, the Ninth Circuit again affirmed orders for Yijun Zhou to pay restitution on goods he bought at a Target store in Colorado and Nordstrom stores in California with fraudulent credit cards, even though the Target charges were not explicitly included as part of the plea. Though still 2-1, the new filing includes a concurrence by the authority of the lead opinion.
