Gordon Pierce claims the Securities and Exchange Commission wants a “second bite at the apple,” after an administrative law judge refused its demand that he disgorge $7.5 million for alleged sale of unregistered securities. Pierce claims the SEC has filed an identical, second piece of “vexatious litigation,” in San Francisco Federal Court.
