BROOKLYN – Stock promoters Cort Poyner, a recidivist, 44, of Boca Raton, and Mohammad Dolah, 42, of Brooklyn, used bribes and kickbacks to manipulate the market for shares of Resource Group International and Gold Rock Resources, the SEC claims in Federal Court.
