MANHATTAN — A Hong Kong-based enterprise is exploiting the contract-based discounts available to cellphone consumers, Sprint claims in a federal complaint, saying so-called runners and mules sign up for wireless services only to “unlock” the devices and resell them in markets where the provider can never recoup its underwriting costs with service charges.
