Stolen painting

SAN FRANCISCO — The Ninth Circuit voted against rehearing, en banc, the question of whether the court should apply California or Spanish law in a lawsuit brought by the heirs of a Jewish woman who say they are entitled to her painting, which was stolen by the Nazis and now hangs in a Madrid museum.
