Teacher grants resumed

BOSTON — Eight states that sued the Department of Education last week won a temporary restraining order that requires the department to restore about $600 million in grants intended to reduce the nation’s shortage of teachers through training and support programs. The suspension of grants already awarded, without an individual analysis of the programs, plausibly constituted a violation of the Administrative Procedures Act.
