EL PASO – A federal judge denied Republican Texas House Speaker Dad Phelan’s motion for protective order and to quash subpoenas in a lawsuit in which civil rights groups allege Texas lawmakers diluted Latino voting power in the latest round of state redistricting. The watchdog groups may depose the general counsel of the House because other testimony suggests she managed redistricting proposals in the Speaker’s office and the court has already rejected her claims of attorney-client and legislative privilege.
