Threats in the Oregon Senate?

SAN FRANCISCO — The Ninth Circuit sided with Oregon State Senator Brian Boquist, who complained that Senate leadership retaliated against his free speech after he told the Senate that if they send the police for him, “Hell’s coming to visit you personally.” His hyperbolic remark did not constitute a true threat.
